The City of Lancaster adopted the Lancaster Health District Specific Plan (LHD) in 2021, with the goal to develop the area surrounding the existing Antelope Valley Hospital into nationally acclaimed and regionally significant center of health, wellness, and innovation.

LHD primarily aims to improve health outcomes, create a Medical District Core, leverage land and location, promote active mixed-use development, create a quality public realm, design for the local climate, and provide clear standards and guidelines.

The Specific Plan area is divided into three subcategories: LHD - Edge, LHD - General, and LHD - Core. Allowed uses in these zones are typically limited to medical offices and services, with some supporting commercial and residential.
