The City of Lancaster adopted Phases I & II of the Lancaster Business Park Specific Plan (BPSP) in 1987, with Phase III following in 1991. BPSP aims to ensure the coordinated and comprehensive development of a high-standard, innovative industrial center. 

BPSP encourages development associated with light manufacturing, wholesaling, business and professional services, research and development, trade schools, and other supporting uses. Additional uses may be permissible when operated entirely within a building and designed so as not to cause or produce a nuisance for adjacent properties.
