PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS
Any person who would like to address the City Council/Redevelopment Agency on any agendized item is requested to complete a speaker card for the City Clerk/Agency Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the City Council/Redevelopment Agency at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. We respectfully request that you fill the cards out completely and print as clearly as possible. Following this procedure will allow for a smooth and timely process for the City Council/Redevelopment Agency meeting and we appreciate your cooperation. Individual speakers are limited to three (3) minutes each.

CONSENT CALENDAR - The Redevelopment Agency Consent Calendar may be acted upon with one motion, a second and the vote.

RCC 1. Approve an agreement for the acquisition of real property between the Lancaster Redevelopment Agency and Ariel Zaiderman for property located at 44052 Beech Avenue. Funds will be expended from the budgeted Housing Bond Proceeds.

CC 2. Approve the Check and Wire Registers for November 28, 2010 through December 25, 2010 in the amount of $6,126,752.99.

CC 3. Adopt Ordinance No. 956, an ordinance of the City Council of the City of Lancaster, California, amending Title 17 of the Lancaster Municipal Code, (Zoning Ordinance) to implement the requirement to comply with the adopted City of Lancaster Design Guidelines.

CC 4. Adopt Ordinance No. 957, amending the City Zoning Plan for 180± acres bounded by Avenue H, 80th Street West, Avenue H-8, Avenue H-4 and 90th Street West known as Zone Change No. 10-02; rezoning the subject property from R-7,000 (single family residential, one dwelling unit per 7,000 square feet) and CPD (Commercial Planned Development to RR-2.5 (Rural Residential, one dwelling unit per 2.5 acres) to allow for the development of a photovoltaic solar energy generating facility.

Adopt Ordinance No. 958, adopting the 2010 edition of the California Building Code; the 2010 edition of the California Residential Code, the 2010 edition of the California Electrical Code; the 2010 edition of the California Mechanical Code; the 2010 edition of the California Plumbing Code; the 2010 the edition of the California Energy Code; the 2010 edition of the California Historical Building Code; the 2010 edition of the California Green Building Standards Code; the 2011 edition of the Los Angeles County Building Code, Chapter 67; the 2009 edition of the International Property Maintenance Code; the 1997 edition of the Uniform Code for the Abatement of Dangerous Buildings; and the 2011 edition of the Los Angeles County Fire Code; all pertaining to life and safety and to the construction, alteration, moving demolition, repair, maintenance, and use of buildings, structures, and properties within the City.

Adopt Ordinance No. 959, an ordinance of the City Council of the City of Lancaster, California, amending Chapter 10.20 of the Lancaster Municipal Code relating to vehicles parked on a highway during street sweeping times, updating the exceptions to and establishing a permit program for exempting a vehicle from the application of this chapter.

Approve and accept for maintenance, the work and materials for the landscape improvements, for Landscape Maintenance District No. 1, Annexation No. 333, installed for Tract No. 60241, located on the southwest corner of Jackman Street and 30th Street West, Owner: Beazer Homes Holdings Corporation. Appropriate $3,490.00 from the first year’s maintenance cost, that have been paid by the developer to cover the remaining 6 months of the fiscal year, into the Landscape Maintenance Operating Account No. 482-4747-402.

Agency Recommendation:
Adopt Resolution No. 01-11, of the Lancaster Redevelopment Agency, Lancaster, California, approving a disposition strategy for the sale of single-family residences acquired under the Neighborhood Foreclosure Home Preservation Program in the Trend Neighborhood.

City Recommendation:
Adopt Resolution No. 11-03, of the City Council of the City of Lancaster, California, approving a disposition strategy for the sale of single-family residences acquired under the Neighborhood Foreclosure Home Preservation Program in the Trend Neighborhood.

Introduce Ordinance No. 960, amending Title 13, Public Services, of the Lancaster Municipal Code, addressing scavenging from commercial and residential trash and replacing Chapter 13.16, Refuse Collection and Disposal, in its entirety.
