PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS

Any person who would like to address the City Council, Successor Agency, and Power/Financing Authorities on any agendized item is requested to complete a speaker card for the City Clerk/Agency/Authority Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the Legislative Body at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. We respectfully request that you fill the cards out completely and print as clearly as possible. Following this procedure will allow for a smooth and timely process for the meeting and we appreciate your cooperation. Individual speakers are limited to three (3) minutes each.

MINUTES

M 1. Approve the City Council/Successor Agency/Financing/ Power Authority Regular Meeting minutes of April 28, 2015.

CONSENT CALENDAR

CC 1. Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2. Approve the Check and Wire Registers for April 12, 2015 through April 25, 2015 in the amount of $4,280,521.57.

At each regular City Council Meeting, the City Council is presented with the financial claims (invoices) against the City for purchase of materials, supplies, services, and capital projects for checks and Automated Clearing House (ACH) payments issued the prior two to three weeks. This process provides the City Council the opportunity to review the expenses of the City. The justifying backup information for each expenditure is available in the Finance Department.

CC 3. Approve the Sub-Recipient Agreement between the City of Lancaster and the Housing Rights Center to provide fair housing services to the residents of Lancaster for the 2015 Community Development Block Grant (CDBG) Program Year.

The City has engaged the Housing Rights Center to provide the fair housing services in the 2014-2015 CDBG Program Year and in prior years. A letter was received from the Executive Director of the Housing Rights Center, dated April 27, 2015, stating their desire to continue to provide fair housing services to the City of Lancaster. In compliance with Federal Regulations Title 24, Part 570, Section 570.503, HUD requires that the City of Lancaster (the "Recipient") enter into a written agreement with the Housing Rights Center (the "Sub-Recipient") in order for the City to grant its entitlement funds to the sub-recipient for providing fair housing services.

CC 4 . Approve the developer installed sanitary sewer and accept the sewer for maintenance by the City and for public use for Private Contract No. 05-25, located on the southeast corner of Avenue I and 90^th Street West; Owner: K. Hovnanian Forecast Homes, Inc..

The listed sanitary sewer has been constructed and completed by the developer according to the approved plans and specifications. The work has been inspected and found to be satisfactory to the Development Services Director.

PUBLIC HEARING.

PH 1. City of Lancaster's Community Development Block Grant Program 2015-2020 Five-Year Consolidated Plan

Recommendation:

Adopt the 2015-2020 Five-Year Consolidated Plan and approve the One-Year Action Plan for the 2015 Program Year to be submitted to the United States Department of Housing and Urban Development.

The Consolidated Plan is a required document by the U.S. Department of Housing and Urban Development (HUD) in order to receive Community Development Block Grant (CDBG) program funds. The Action Plan lists the activities the City will undertake to address priorities and objectives with anticipated CDBG funding received during the 2015-2016 program year. A new Action Plan is developed and submitted for each program year within the five-year planning period of the Consolidated Plan (2015-2020).

NEW BUSINESS.

NB 1. Sub-Recipient Agreement with Grace Resources

Recommendation:

Approve the Sub-Recipient Agreement between the City of Lancaster and Grace Resources to provide administration services of the Lancaster Homeless Shelter for the 2015 Community Development Block Grant (CDBG) Program Year.

In compliance with Federal Regulations Title 24, Part 570, Section 570.503, HUD requires that the City of Lancaster (the "Recipient") enter into a written agreement with Grace Resources (the "Sub-Recipient") in order for the City to grant its entitlement funds to the sub-recipient for providing administration services.

NB 2. Public Works Construction Project No. 14-006, Endeavor Middle School Pedestrian Improvements

Recommendation:

Award Public Works Construction Project No. 14-006, Endeavor Middle School Pedestrian Improvements to Granite Construction Company of Lancaster, California, in the amount of $285,885.00.00, plus a 10% contingency, for installation of pedestrian, drainage, and road improvements and authorize the City Manager, or his designee, to sign all documents. This contract is awarded to the lowest responsible bidder per California Public Contract Code Section 22038 (b).

This project constructs gap closure pedestrian and roadway improvements on the south side of Avenue J-12, between 45^th Street West and 46^th Street West (along the north side of Endeavor Middle School), including a school bus turn-out; bulb-outs on Avenue J-12, west of 45 ^th Street West, to calm traffic and shorten crossing distance; a new crosswalk and ramp on Avenue J-12, east of 46^th Street West, to improve pedestrian visibility and ADA access; double ramp bulb-outs on 45^th Street West, south of Avenue J-10, with Rectangular Rapid Flash Beacons to calm traffic, shorten crossing distances, improve pedestrian visibility and ADA accessibility; road diet restriping on 45^th Street West, from Avenue J-8 to Avenue K, to provide for continuous bike lanes, calm traffic, and right-size the street; minor storm drain improvements on 45 ^th Street West, south of Avenue J-12; and curb ramp upgrades to meet current ADA standards.
