The Public Safety Office and the Lancaster Sheriff’s Station’s LAN-CAP team will be conducting a Landlord Training Class on Tuesday, January 18th and Thursday, January 20th from 1:00-5:00 p.m. The class is designed to help give landlords and property managers an understanding of various common crime and legal issues related to rental housing, as well as provide resources for dealing with issues as they arise.
Registration in the class is free. Space is limited to 40 participants; registration will be accepted on a first-come, first-served basis. Both sessions must be attended to receive a certificate. Food will be provided. The deadline to submit registration forms is Friday, January 14th at 5:00 p.m. Registrations received after this time will be accepted at the discretion of the Public Safety Office as space permits. The next Landlord Training Class will be held in April.
Under Lancaster Municipal Code section 5.40.070, owners and operators of residential rental properties with 16 or more units are required to obtain LAN-CAP certification, which consists of three Phases; the Landlord Training Class is the first phase and must be completed by all property owners or management staff (if there is a change in management staff, the new staff must also complete the class). Phase 2 consists of an on-site inspection and recommendations regarding Crime Prevention Through Environmental Design (CPTED), while Phase 3 involves hosting a rental community crime prevention training session for the tenants. All three Phases must be completed in succession to obtain LAN-CAP certification. Owners and operators of properties with fewer than 16 units are strongly encouraged, but not required, to obtain LAN-CAP certification.
