TROLIS NIEBLA, P.E., M.S.

Trolis Niebla is a seasoned civil engineer who assumed the position of City Manager for the City of Lancaster in July 2024. Before this, he served as the Assistant City Manager from October 2020 to July 2024. During his tenure, he oversaw major infrastructure projects across departments like PARCS, Public Works, Community Development, and the City Clerk's office. His leadership ensured these critical areas operated smoothly and contributed significantly to the city's overall growth and development. Notably, he successfully launched two major projects: the Parris Center, which is part of the Multi-Agency Regional Resiliency Center (MARRC), and the remodel of the Lancaster Municipal Stadium, which will serve as the field for AV Alta FC, a USL team.

With more than two decades of expertise in various civil engineering disciplines—including land development, grading, drainage, hydrology, geotechnical engineering, street design, traffic engineering, project and construction management, and building & safety review—Niebla has played a pivotal role in shaping the communities he's served.

Prior to becoming Assistant City Manager, Niebla was the City Engineer for Lancaster from August 2016 to October 2020. In this role, he spearheaded key initiatives such as the creation of the North Los Angeles County Transportation Coalition Joint Powers Authority, the development of Lancaster’s Master Plan of Complete Streets, and the Safer Streets Action Plan, all of which showcased his commitment to improving infrastructure and transportation.

His career began in 2000 as a Junior Engineer at MACTEC before transitioning to the public sector in 2001 with the LA County Department of Public Works. He went on to serve the City of Santa Clarita, where he advanced from assistant engineer to senior engineer over 11 years, further honing his skills in public sector infrastructure management.

Trolis holds both a Bachelor’s degree in Civil Engineering and a Master’s degree in Geotechnical Engineering from UCLA.

In his personal life, Trolis is a devoted family man who enjoys spending time with his wife and three children. His passion for the outdoors includes camping, sports, and bike riding.
