 COVID-19 Construction Site Safety Guidelines

The responsibilities of the City Engineering Section are focused on development review, infrastructure needs in and for the City, and providing support for other City Departments. This Section is responsible for:

  • Property and right-of-way acquisition and management
  • Reviewing adopted private development and determining conditions of approval
  • Developing Engineering Standards
  • Final Map checking and land surveying
  • Long-range infrastructure planning and Master Plan development
  • New and existing infrastructure asset inventory acquisition and data management
  • Responding to complaints and questions from the public
  • Review of all infrastructure improvement plans for compliance with the Municipal Code, Planning Commission's and Planning Section's Conditions of Approval, and City Engineering Design Guideline

A sub-section of the City Engineering Section is the Building & Safety Team. The Team is responsible for construction permitting within the City, and administers building and occupancy standards to safeguard life, health, and property. This is accomplished through established City ordinances, state and federal laws.

The Building & Safety Team reviews all building plans for compliance with the Municipal Code, Building Code, Planning Commission/Planning Section Conditions of Approval; coordinates construction activity of other city, county, and state agencies; maintains records for all functions of the Team; and issues certificates of occupancy.

 The Traffic Engineering Team operates as a part of the City Engineering Section. There are two distinct groups within the Traffic Engineering Team:  the Engineering group and the Traffic Signal/Lighting group. The Team administers programs that promote the safe and efficient movement of persons and goods on the City’s transportation system, and maintains the traffic signal and lighting systems. The Engineering group strives to reduce traffic congestion and improve traffic safety by analyzing, planning and recommending improvements to the City’s traffic circulation system. This includes overseeing the design of streets and traffic control devices to ensure compliance with standards and guidelines; conducting traffic safety evaluations and studies; operates the City’s Traffic Signal and Communications System; promote alternative modes of transportation; coordinate with other City departments and divisions, law enforcement, schools, developers, engineers and other regional agencies on various transportation and traffic projects and programs; seeking grant funding opportunities for transportation related projects; and ensuring compliance with state and federal mandated transportation related programs. The Traffic Signal/Lighting group maintains, repairs and upgrades traffic signal, smart school crosswalks, radar speed feedback signs, hard-wired and fiber optic communication systems, detection systems, street and parking lot lighting, install BLVD event banners, responds to underground dig alerts, and inspects all street lights for proper operation.
