Housing Element
Welcome to the City of Lancaster's Housing Element Update webpage. The Housing Element is one of seven required Elements of the General Plan. The General Plan guides growth in the City and establishes a vision for the community. The purpose of the Housing Element is to adequately plan to meet the housing needs of everyone in the community. While a local government is not responsible for constructing housing units, the City or County agency must provide the ability to allow the private market to build them if they choose. Housing Elements must be updated every eight years.
The California Department of Housing and Community Development (HCD) is the agency responsible for tracking and determining Housing Element compliance with the State Housing Law. HCD must approve and certify a community’s Housing Element before its local government can adopt it as a part of its overall General Plan.
Update:
The City of Lancaster adopted the 2021-2029 Housing Element on June 14, 2022. Subsequently, the California Department of Housing and Community Development (HCD) requested additional revisions. In response, the City of Lancaster revised the Housing Element and has received preliminary approval from HCD that the Housing Element is in compliance, including these changes.
