Federal, State and Local laws prohibit housing discrimination based on the categories listed below. The laws cover housing for rent or sale, advertising, lending, insurance, steering, redlining and hate crimes. Remedies for illegal discrimination include injunctive relief, monetary damages and penalties. In California, virtually every unit of housing for rent or sale is covered under the fair housing laws.

The City of Lancaster administers a contract with the Fair Housing Foundation (FHF) (www.fhfca.org). The Fair Housing Foundation provides the following services:

Fair Housing Discrimination Complaint Intake, Investigation, and Resolution: FHF will counsel allegations of housing discrimination, intake cases of bonafide allegations, and conduct investigations to uncover whether there is evidence of discrimination. Cases will be resolved through consiliation, our first choice, an administrative agency referral to HUD or the state Civil Rights Department (CRD) or an outside attorney referral.
Education and Outreach Activities: FHF educates tenants, landlords, property owners, and property management companies regarding fair housing laws and rights and responsibilities.
Tenant and Landlord Counseling, Mediations and Assistance: FHF counsels and provides practical and accurate information and guidance to tenants and housing providers based on their rights and responsibilities. FHF also provides mediation, assists tenants with answering unlawful detainers, and provides effective referrals for unresolved complaints.
Affirmatively Further Fair Housing Activities: FHF collaborates with the City in reporting their efforts to Affirmatively Further Fair Housing through, planning and implementing activities, programs and conducting audits to address the Analysis of Impediments to Fair Housing Choice.
Educational seminars, workshops and presentations on fair housing.

Report suspected discrimination immediately!

Keep a record of any meetings and phone calls with the landlord, property manager, real estate agent, loan officer, or insurance agent. Include the person's name, title (if you know it), the meeting place, date and time.

Make notes on what happened and what was said. Save all receipts, applications, business cards, or other documents received during your meeting(s), and any advertisements.

The Fair Housing Foundation conducts free landlord / tenant counseling in Lancaster. At this time, meetings are being held virtually.
