In 2008, the Neighborhood Stabilization Program (“NSP”) was enacted by the United States Legislature as part of the Housing Economic Recovery Act of 2008 (Pub. L. 110-289, approved July 30, 2008) to deal with the housing foreclosure crisis facing many localities throughout the country. Consequently, the City of Lancaster was awarded NSP funds to acquire foreclosed homes, rehabilitate and finally resell the homes to low to moderate income families.
