The City of Lancaster, the Los Angeles County District Attorney's Office, and the Los Angeles County Sheriff's Department have teamed up to create the Lancaster Community Appreciation Project (LAN-CAP).

This specialized team of dedicated deputies and a sergeant works to help patrol and reduce crime in rental properties, as well as work with rental managers and property owners to address unique needs and areas needing attention as regards to crime prevention.  The City's Lancaster Police Department Office, in conjunction with LAN-CAP deputies, conducts specialized training courses for rental operators within the City, focusing on such areas as screening of tenancy applicants and crime prevention.

Each pair of LAN-CAP deputies is assigned to specific rental properties within the City, allowing them to familiarize themselves with the residents and habits of those communities and be better able to spot when something is out-of-place. The deputies work with the management of each property to help ensure a crime-free environment for the residents.

Under City Ordinance Chapter 5.40 (link will open in a new window), all owners of residential rental property within the City must obtain a Rental Housing Business License from the City.  In addition, all rental properties with sixteen or more residential rental units must obtain LAN-CAP certification (those with fewer than sixteen units are highly encouraged, but not required, to obtain LAN-CAP certification).  The certification process consists of the landlord training class, implementation of crime prevention through environmental design (CPTED) strategies, and a rental community crime prevention training session for the residents of the property.

Landlord training classes are held periodically throughout the year.  Each class consists of two four-hour sessions (schedule varies between two days or both sessions on a single day); both sessions must be attended to pass the class.  Landlord training classes are open to property owners, property managers/assistant managers, and anyone who works in a rental property's leasing office.  Whenever possible, it is recommended that multiple employees (besides the manager him/herself) attend the class, so that all employees have the knowledge necessary to make the program work effectively and efficiently.

LAN-CAP Landlord Training Class
The class is designed to give these individuals the knowledge and resources to deal with crime and other legal issues in their rental properties, including: tenant screening, Code Enforcement, evictions, Section 8, gangs/graffiti, Crime Prevention Through Environmental Design (CPTED), Neighborhood Watch, narcotics, Chronic Nuisance Abatement, and more. Though designed for rental properties located within the City of Lancaster and local specifics applicable to those properties, landlords of any property in any jurisdiction will gain valuable tools and insight to assist them in managing their properties.

The entire session must be attended to receive a certificate.  Registration is free (though future classes may have a materials fee) and is accepted on a first-come, first-served basis; space is limited to 40 students. Rental property owners, managers, and agents are strongly encouraged, and for properties with 16 or more units (located within the City) required by City ordinance, to complete Landlord Training.
