The PWCP 23-010 - Sierra Hwy Resurfacing project & PWCP 23-014 - Neighborhood Improvements project are partially funded through funds awarded in the FY 2021-2022 cycle of the California Department of Resources Recycling and Recovery (CalRecycle) rubberized pavement grant program. CalRecycle receives an annual appropriation from the California Tire Recycling Management Fund (Tire Fund) to administer the Tire Recycling Act (Act), Senate Bill 937 (Vuich), and related legislation. As part of the Act and pursuant to the requirements of SB 369 (Simitian), CalRecycle is offering the Rubberized Pavement Grant Program to encourage the use of waste tire rubber, and thereby reduce the landfill disposal and stockpiling of California waste tires. As recipients of grant funds, the City agrees to utilize 100% California-generated waste tires in the rubber portion of the project, and certifies that the binder material must contain a minimum of 300 pounds (equivalent to 15 percent by weight) of the tire-derived crumb rubber portion of the rubberized binder. The City of Lancaster is looking to reutilize approximately 185.69 Tons of recycled Crumb Rubber, which is an equivalent to 30,948 Passenger Tires, on these projects.
