PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS

Any person who would like to address the City Council, Successor Agency, and Power/Financing/Housing Authorities on any agendized item is requested to complete a speaker card for the City Clerk/Agency/Authority Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the Legislative Body at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. We respectfully request that you fill the cards out completely and print as clearly as possible. Following this procedure will allow for a smooth and timely process for the meeting and we appreciate your cooperation. Individual speakers are limited to three (3) minutes each.

Consent Calendar items under the Legislative Body may be acted upon with one motion, a second and the vote. If you desire to speak on an item or items on the Consent Calendar, you may fill out one speaker card for the Consent Calendar. You will be given three minutes to address your concerns before the Legislative Body takes action on the Consent Calendar.

M 1. Approve the City Council/Successor Agency/Financing/ Power Authority Regular Meeting minutes of September 24, 2013.

CONSENT CALENDAR

CC 1. Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2. Approve the Check and Wire Registers for September 8, 2013 through September 21, 2013 in the amount of $1,996,530.79.

At each regular City Council Meeting, the City Council is presented with the financial claims (invoices) against the City for purchase of materials, supplies, services, and capital projects for checks and Automated Clearing House (ACH) payments issued the prior two to three weeks. This process provides the City Council the opportunity to review the expenses of the City. The justifying backup information for each expenditure is available in the Finance Department.

CC 3. Adopt Ordinance No. 993, an ordinance of the City of Lancaster, California, amending the City Zoning Plan for a total of 120± acres located at the southeast corner of Avenue J and 110^th Street West known as Zone Change No. 13-02.

The applicant, Silverado Power (dba Plainview Solar Works), has proposed to construct and operate a 30-megawatt (MW) photovoltaic (PV) solar energy generating facility generally bounded by 110^th Street West, Avenue J, 97^th Street West, and Avenue J-8. Approximately 120 acres of this site (located at the southeast corner of Avenue J and 110^th Street West) is designated as SP (Specific Plan) with an underlying UR (Urban Residential) designation, and zoned SP (Specific Plan). The property to the north and west is located in unincorporated Los Angeles County, and is zoned A-2-2 (Heavy Agricultural, 2 acre minimum) and A-2-5 (Heavy Agricultural, 5 acre minimum) respectively. The property to the east and south is designated as NU and zoned RR-2.5.

CC 4. Appropriations to and Acceptance of Informal Bid No. 1301, Joshua Elementary School Pedestrian Improvements

A. Approve Change Orders No. 1 and 2 and increase the total amount of the contract with ANM Construction & Engineering of Lancaster, California, for Informal Bid No. 1301, Joshua Elementary School Pedestrian Improvements, by $5,702.45, for a total revised contract amount of $141,625.45, plus a 10% contingency.

B. Accept the work constructed by ANM Construction & Engineering for Informal Bid No. 1301, Joshua Elementary School Pedestrian Improvements and direct the City Clerk to file the Notice of Completion for the project. Retention on this project has been disbursed in accordance with California Public Contract Code.

On July 9, 2013, Council awarded Informal Bid No. 1301, Joshua Elementary School Pedestrian Improvements, to ANM Construction & Engineering. This project constructed new sidewalk on Avenue J-8, from Stanridge Avenue to Kirkland Avenue, Avenue J-12 at 3^rd Street East, and on Stanridge Avenue, from Avenue J-12 to Avenue J-13; new ADA compliant curb ramps, curb and gutter improvements, and parkway landscape improvements along Avenue J-8 between Stanridge and 3^rd Street East.

CC 5. Accept the work constructed by Chrisp Company for Public Works Construction Project No. 13-001, Pavement Marking Program and direct the City Clerk to file the Notice of Completion for the project. Retention on this project has been disbursed in accordance with California Public Contract Code.

On May 28, 2013, Council awarded Public Works Construction Project No. 13-001, Pavement Marking Program, to Chrisp Company. This project focused on refreshing pavement marking near schools within the City of Lancaster.

NEW BUSINESS

NB 1. Lockheed Martin Grant Appropriation

Recommendation:

Approve an appropriation in the amount of $8,000 to Account No. 106-4684-222 for the Lockheed Martin grant and increase estimated Revenue Account No. 106-3232-100 by the same amount.

Lancaster was awarded $8,000 by Lockheed Martin for the Celebrate Downtown Lancaster event Celebrate America on The BLVD. The purpose of the grant is to support exhibits, displays and entertainment geared towards celebrating American history, nostalgia, military service and patriotism.

NB 2. Kaiser Foundation Community Grant Appropriation

Recommendation:

Approve an appropriation in the amount of $10,000 to Account No. 106-4684-221 for the Kaiser Foundation Community grant and increase estimated Revenue Account No. 106-3233-100 by the same amount.

Kaiser Foundation Hospitals' social mission is to improve the health of the communities it serves and they recognize the importance of partnerships to help achieve this goal. Grant funding will support BLVD Project Get Fit, Healthy Active Lifestyles, an initiative that promotes healthy eating and active living in concert with our farmers market. The program is aimed at combating obesity rates through medical, environmental and social changes through the introduction of the healthy FitKids classes, walking routes with distance markers, health related workshops, cooking demonstrations and a produce voucher redemption program.

NB 3. 2013-2014 Lancaster Youth Commission

Recommendation:

Nominate and appoint Cred Broadwater, Jeffrey Rosales, Alex Conrado, Tiffany Darden, Dalia Gonzalez, Kaeleen Hernandez and Brian McCormick to the 2013-2014 Lancaster Youth Commission.

The Lancaster Youth Commission was created by the City Council in January of 1992 to provide a forum for the young people of Lancaster to give input regarding the needs and concerns of the youth of this community. Youth Commissioners are nominated by the different high schools in the Lancaster area. The schools include: Antelope Valley Christian, Antelope Valley, Desert Christian, Eastside, Lancaster, Lancaster Baptist, Paraclete, Quartz Hill and SOAR High School. The Commission currently meets once a month from the start of the school year until the end of May.
