Approve the Regular meeting minutes of November 14, 2006.

Transfer $270,000.00 to complete the demolition in the Northeast Gateway Corridors Project area from the Lancaster Redevelopment Agency’s Low and Moderate Income Housing Fund from Account No. 960-9102-912 to the City’s Capital Project Account No. 260-11DE007.

RCC 3. 

Approve the appropriation of grant funding; $75,000 distributed over a three year period, from the California Space Authority, WIRED Grant Program to Revenue Account No. 399-3301-100 and corresponding Expense Account No. 399-4540-770.

RCC 4. 

Approve an extension to the Option Term with Larwin Investment Company for a twelve month period to December 12, 2007 and authorize the Executive Director or his designee to execute an amendment to the Option Term.

CC 13.

Approve the map and accept the dedications as offered on the map for Tract No. 063346, located at the southwest corner of Avenue J-4 and 37th Street West; approve and accept the Undertaking Agreement and Improvement Securities required as a condition of recordation of the map; make findings that this project will not violate any of the provisions of Sections 66473.5, 66474.1, and 66474.6 of the Subdivision Map Act; and instruct the City Clerk to endorse on the face of the map the certificate which embodies the approval of said map and the dedications shown thereon.

CC 14.

Approve an amended agreement with Larwin Company, the developer of Tract No. 060987, to provide needed right-of-way for required street improvements for the tract through condemnation proceedings. Amended to revise location/area of condemnation.

CC 15.

Authorize a new Capital Improvement Program project, "Remodel of the Lancaster University Center-Lab/Classrooms", as CIP project number 12BS009 and transfer $150,000.00 for design and construction from 101-12SD002924, Storm Repairs, to Drainage System.

CC 16.

Award Public Works Construction Project No. 06-034, Lowtree Neighborhood Buildings Demolition No. 3, to Bowen Engineering and Environmental in the amount of $494,710.00 plus a 10% contingency, for the demolition of apartment buildings in the Lowtree Neighborhood Vision Improvements Area at the request of the Lancaster Redevelopment Agency. Authorize the City Manager, or his designee, to sign all documents. Appropriate $600,000 for asbestos testing and abatement, demolition, and staff salaries from Redevelopment Agency Account No. 960-9202-301 to City Capital Project 260-11DE014.
