PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS

Any person who would like to address the City Council, Successor Agency, and Power/Financing/Housing Authorities on any agendized item is requested to complete a speaker card for the City Clerk/Agency/Authority Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the Legislative Body at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. M 1. Approve the City Council/Successor Agency/Financing/ Power Authority Regular Meeting minutes of February 25, 2014.

CONSENT CALENDAR

CC 1. Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2. Approve the Check and Wire Registers for February 9, 2014 through February 22, 2014 in the amount of $2,092,615.56.

At each regular City Council Meeting, the City Council is presented with the financial claims (invoices) against the City for purchase of materials, supplies, services, and capital projects for checks and Automated Clearing House (ACH) payments issued the prior two to three weeks. This process provides the City Council the opportunity to review the expenses of the City.

CC 3. Approve and accept for maintenance the work and materials for the drainage improvements installed by the developer, KB Home Coastal Inc., for Drainage Benefit Assessment District Annexation No. 04-30, Tract No. 52655, located between 17^th and 18^th Streets West approximately 200 feet south of Lancaster Boulevard; appropriate $1,292 from the first year's maintenance cost that has been paid by the developer to cover the remaining five (5) months of the fiscal year into Drainage Maintenance Operating Account No. 484-4743-404.

On August 24, 2004, the Council adopted Resolution No. 04-365, confirming the diagram and annual assessment for Lancaster Drainage Benefit Assessment District Annexation No. 04-30. The drainage improvements for this tract have been installed by the developer according to the approved plans and specifications. The improvements have been completed to the satisfaction of the Director of Public Works.

CC 4. Approve the completed water system installed by the developer for Director's Review No. 08-100, located on the southeast corner of Avenue J-4 and 37 ^th Street East. Owner: Eastside Union School District.

The water system on this project has been constructed and completed to the satisfaction of the local water purveyor, Los Angeles County Waterworks District No. 40, Antelope Valley, and is constructed according to the approved plans and specifications. Additionally, the work has been inspected and found to be satisfactory to the Director of Public Works.

CC 5. Approve the Sub-Recipient Agreement between the City of Lancaster and Grace Resources to provide administration services of the Lancaster Homeless Shelter for the 2013 Community Development Block Grant (CDBG) Program Year.

The Lancaster Community Shelter ("Shelter") was built by community volunteers and the Lancaster Redevelopment Agency in 1989 and fourteen transitional family units were added in 2008. The Shelter is the only one of its kind in the Antelope Valley serving both men and women. The Shelter provides emergency housing during cold weather from November to March and adds approximately 35 more cots for men and women off the streets. The goal of the Shelter is to provide shelter, food and case management services to homeless men, women, and children in the Antelope Valley. In doing so, the clients, upon successful completion of the program, will leave the Shelter with permanent housing and income necessary to sustain an independent and self-sufficient lifestyle. The Shelter is committed to the Continuum of Care Concept and strives to utilize both internal and external resources to help the homeless move into transitional and permanent housing. In compliance with Federal Regulations Title 24, Part 570, Section 570.503, HUD requires that the City of Lancaster (the "Recipient") enter into a written agreement with Grace Resources (the "Sub-Recipient") in order for the City to grant its entitlement funds to the sub-recipient for providing administration services.

NB 1. Support of Petition to California Public Utilities Commission

Recommendation:

Adopt Resolution No. 14-11, in support of a petition to the California Public Utilities Commission urging the PUC to allow solar customers to receive net metering benefits for the 30-year lifetime of their solar systems and authorize the City Manager, or his designee, to sign the petition.

On October 7, 2013 California Governor Jerry Brown signed into law Assembly Bill 327 (AB 327), a comprehensive rate reform bill providing the California Public Utilities Commission (CPUC) with the necessary authority to address current electricity rate inequities, protect low-income energy users, and maintain robust incentives for renewable energy investments.

California has more than 200,000 solar rooftops and that number is expected to reach half a million by 2017. California's policy of net metering has been crucial to recent growth and the creation of local jobs around the state. Many key specifics of net metering's future in California will be determined during the bill's implementation at the CPUC. One component will be the length of time existing solar customers can expect to receive the important bill saving benefits of California's Net Metering program. Because many rooftop solar systems reliably produce power for 30 years or more, it is imperative the CPUC allows for solar customers to receive net metering benefits for the lifetime of their solar systems.
