PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS

Any person who would like to address the City Council, Successor Agency, and Power/Financing/Housing Authorities on any agendized item is requested to complete a speaker card for the City Clerk/Agency/Authority Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the Legislative Body at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. We respectfully request that you fill the cards out completely and print as clearly as possible. Following this procedure will allow for a smooth and timely process for the meeting and we appreciate your cooperation. Individual speakers are limited to three (3) minutes each.

M 1. Approve the City Council/Successor Agency/Financing/ Power Authority Regular Meeting minutes of May 27, 2014.

CONSENT CALENDAR

CC 1. Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2. Approve the Check and Wire Registers for May 11, 2014 through May 24, 2014 in the amount of $3,434,090.51.

At each regular City Council Meeting, the City Council is presented with the financial claims (invoices) against the City for purchase of materials, supplies, services, and capital projects for checks and Automated Clearing House (ACH) payments issued the prior two to three weeks. This process provides the City Council the opportunity to review the expenses of the City. The justifying backup information for each expenditure is available in the Finance Department.

CC 3. Adopt Ordinance No. 998, an ordinance of the City Council of the City of Lancaster, California, amending Title 2 ("Administrative and Personnel") of the Lancaster Municipal Code by amending Sections 2.08.060 and 2.44.010 and by repealing existing and adding new Sections 2.04.020, 2.04.040 and 2.24.020, to update and revise miscellaneous administrative provisions.

Ordinance No. 998 revises and updates certain provisions concerning administrative and procedural matters set forth in Title 2 ("Administration and Personnel") of the Lancaster Municipal Code. Specifically, Chapter 2.04 is revised with respect to the procedures for selecting the Vice Mayor and filling Council vacancies. Chapter 2.08 and Chapter 2.24 are revised to clarify the scope of the City Manager's and Planning Commission's duties, respectively. Chapter 2.44 is amended to add a new Subsection "B" concerning administrative appeal hearings.

CC 4. Approve the monumentation work for Parcel Map No. 061937, located on the southwest corner of Avenue J-8 and 20^th Street West. Owner: Lancaster Spectrum, LLC.

The monumentation work on the listed project has been completed by the Surveyor of Record for the subject subdivision map and has been inspected and found to be satisfactory to the City Engineer. Evidence of payment to the Surveyor of Record for completion of the monumentation work has been received.

CC 5. Approve proposed amendments to the Visitor's Bureau of Lancaster (Destination Lancaster) Bylaws.

The Visitor's Bureau of Lancaster, more commonly known as Destination Lancaster, is a partnership between the City, Antelope Valley Fair, Lancaster Chamber of Commerce and the Lancaster Tourism Business Improvement District (LTBID). The organization's primary function is to promote the area's attractions and amenities while increasing tourism activity and hotel occupancy. On June 2, 2014, the Destination Lancaster Board of Directors met and approved an amendment to their bylaws which would modify the composition of the board. Per the organization's bylaws, any amendments must be first approved by the Destination Lancaster Board of Directors then approved by the City Council and the Antelope Valley Fair Board. By approving this item, the City Council would be ratifying the proposed bylaw amendments made by Destination Lancaster.

CC 6. Adopt Resolution No. 14-28, a resolution of the City Council of the City of Lancaster, California, approving the adoption of the 2013 update to Antelope Valley Integrated Regional Water Management Plan.

The Integrated Regional Water Management Plan (Plan), which fulfills the State requirement for a water resource management plan, is a comprehensive program for the conservation, use, and reuse of the water resources in the Antelope Valley. It defines a clear vision and direction for the sustainable management of water resources in the Antelope Valley Region for the next twenty-five (25) years and contains a strategy to provide a wide range of crucial water-related services necessary to support the well-being of people living in this diverse and vibrant region. The reliability of water supplies is especially important in the near term, given the ongoing State Water Project uncertainties and the current overdraft condition of the underground aquifers in the Antelope Valley. The development of additional water supplies will provide a hedge against future droughts and will allow for the continued growth and economic development of the Antelope Valley.

CC 7. Award Informal Bid No. 1404, Tierra Del Sol Phase II Street Improvements, to ANM Construction & Engineering of Lancaster, California, in the base bid amount of $139,318.00, plus a 25.6% contingency, for the construction of neighborhood traffic calming measures and authorize the City Manager, or his designee, to sign all documents. This contract is awarded to the lowest responsible bidder per California Public Contract Code Section 22038(b).

This project is designed to install traffic calming measures throughout the Rancho Tierra Del Sol Neighborhood in order to discourage cut-through traffic and reduce vehicular speeds on neighborhood streets. Additionally, Avenue J-8 will be restriped from 30^th Street East to 35^th Street East to add bike lanes.

PUBLIC HEARING

PH 1. Proposed Fiscal Year 2014/15 Budget and Five-Year Capital Improvement Program

Recommendation:

Conduct the Public Hearing and direct staff to schedule budget adoption for June 24, 2014

The City is required to adopt a budget by July 1 of each year that establishes appropriations and estimated revenues for the coming fiscal year. The proposed budget is a culmination of many months of work by the City Council and staff in reviewing priorities and evaluating programs to meet those priorities.

The priorities for the coming year, as reflected in the proposed budget are:

• Public Safety

· Financial stability and maintenance of reserves

• Maintenance of facilities
• Growing City's revenue base

NEW BUSINESS

NB 1. Partnership with the Corporation for National and Community Service to host AmeriCorp Volunteers in Service to America (VISTA) members

Recommendation:

Approve Memorandum of Agreement between the Corporation for National and Community Service (CNCS) and the City of Lancaster.

The City of Lancaster desires to continue its partnership with the Corporation for National and Community Service (CNCS) to support the city's new community-wide volunteer program and to help launch a new health and wellness program in conjunction with the Lancaster Wellness Homes. The CNCS is a federal agency that engages more than 4 million Americans in service through various programs including Senior Corps, AmeriCorps, and the Social Innovation Fund. Through the AmeriCorps VISTA (Volunteers in Service to America) program, individuals make a year-long, full-time commitment to serve at a nonprofit organization or local government agency, working to fight illiteracy, improve health services, create businesses, strengthen community groups, and much more.
