PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS

Any person who would like to address the City Council, Successor Agency, and Power/Financing Authorities on any agendized item is requested to complete a speaker card for the City Clerk/Agency/Authority Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the Legislative Body at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. We respectfully request that you fill the cards out completely and print as clearly as possible. Following this procedure will allow for a smooth and timely process for the meeting and we appreciate your cooperation. Individual speakers are limited to three (3) minutes each.

M 1. Approve the City Council/Successor Agency/Financing/ Power Authority Regular Meeting minutes of February 24, 2015.

CONSENT CALENDAR

CC 1. Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2. Approve the Check and Wire Registers for February 8, 2015 through February 21, 2015 in the amount of $2,050,703.23.

At each regular City Council Meeting, the City Council is presented with the financial claims (invoices) against the City for purchase of materials, supplies, services, and capital projects for checks and Automated Clearing House (ACH) payments issued the prior two to three weeks. This process provides the City Council the opportunity to review the expenses of the City. The justifying backup information for each expenditure is available in the Finance Department.

CC 3. Appropriation of federal funding from the Cycle 4 Highway Safety Improvement Program (HSIPL) for PWCP 11‑018, Rural Intersection Enhancements Project HSIPL‑5419(035), which includes:

  1. Increase estimated revenues in Revenue Account No. 399-3301-210 by $46,711.00 for Fiscal Year 2014-2015.
  1. Appropriate $46,711.00 in federal funds to Capital Improvement Budget Account No. 399-12TC003-924.

The Rural Intersection Enhancements project is partially funded with federal funds as part of the Cycle 4 Highway Safety Improvement Program (HSIPL). City staff originally secured $210,000.00 of federal funding for this safety improvement project. The Rural Intersection Enhancements project - HSIPL-5419(035) involves installation/upgrades to signs and striping and markings at thirty‑nine (39) rural intersections in the City of Lancaster. All intersections will or have received new thermoplastic markings, 350 feet of re‑painted centerlines and upgrades to various regulatory signs such as stop and intersection warning signs. Access remains open to all motorists.

CC 4. Adopt Resolution No. 15-12, approving a disposition strategy for the sale of single-family residences acquired under the approved Neighborhood Stabilization Program.

The Neighborhood Stabilization Program helps to eliminate blight in the neighborhoods, and it assists the community by providing much needed affordable homeownership for families. Sale of the rehabilitated properties to homeowners will also help provide a better balance of homeowner to investor in the neighborhoods. By encouraging homeownership, the value attributed to the land as a resource increases, as the conditions of physical deterioration and blight due to poor use of the property, squatting and illegal dumping have been removed. The rejuvenation of these properties is further bolstered with the real potential of providing long-term affordable homeownership.

CC 5. Accept the work constructed by ANM Construction & Engineering of Lancaster, California, for Informal Bid No. 1404, Tierra Del Sol Phase II Street Improvements, and direct the City Clerk to file the Notice of Completion for the project. Retention on this project has been disbursed in accordance with California Public Contract Code.

Construction of the project has been completed to the satisfaction of the Public Works Manager. The project was substantially completed on August 13, 2014, which was within the time permitted in the contract. The construction quantities and the amount of payment have been approved by the Contractor and the Public Works Manager.

NEW BUSINESS.

NB 1. OneLINC Program

Recommendation:

Receive update on OneLINC Program

NB 2. Los Angeles County Arts Commission (LACAC) Grant Award

Recommendation:

Accept the Los Angeles County Arts Commission (LACAC) grant award and appropriate $45,000 to Revenue Account No. 106-3204-101 and corresponding Expense Account No. 106-4644-225.

LACAC in partnership with Lancaster's Museum of Art and History (MOAH), Otis College of Art and Design, the Greater Antelope Valley Economic Alliance (GAVEA), the Department of Regional Planning and the Office of Supervisor Michael D. Antonovich recently launched the AV Art Outpost Project (Outpost). This Project is a cross-sector collaborative effort where artists work alongside residents and community stakeholders to develop projects and programs that will provide information for community development in Littlerock and Sun Village. The Project dovetails with the L. A. County Department of Regional Planning's development of the Antelope Valley General Plan.

NB 3. Opposition to Governor's Budget Proposal Affecting Redevelopment Dissolution

Recommendation:

Take a position to oppose the Governor's budget proposal affecting redevelopment dissolution and direct staff to draft a letter for the Mayor's signature.

The Governor's budget proposal includes a Redevelopment Dissolution trailer bill that has the potential of having a significant impact on the Lancaster Successor Agency. If approved, the trailer bill can have a significant impact on the ability of Lancaster to be fully reimbursed for prior loans to the redevelopment agency, would limit our ability to seek remedy through the courts should a disagreement with the Department of Finance arise, and reverses prior rulings by the courts.
