PUBLIC BUSINESS FROM THE FLOOR - AGENDIZED ITEMS
Any person who would like to address the City Council, Successor Agency, and Power/Financing Authorities on any agendized item is requested to complete a speaker card for the City Clerk/Agency/Authority Secretary and identify the agenda item you would like to discuss. Each person will be given an opportunity to address the Legislative Body at the time such item is discussed. Speaker cards are available at the rear of the Council Chambers and your speaker card must be filled out prior to the agenda item being called. M 1. Approve the City Council/Successor Agency/Financing/ Power Authority Regular Meeting Minutes of June 9, 2015.
CONSENT CALENDAR
CC 1. Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)
CC 2. Approve the Check and Wire Registers for May 23, 2015 through June 6, 2015 in the amount of $1,387,535.19.
At each regular City Council Meeting, the City Council is presented with the financial claims (invoices) against the City for purchase of materials, supplies, services, and capital projects for checks and Automated Clearing House (ACH) payments issued the prior two to three weeks. This process provides the City Council the opportunity to review the expenses of the City. The justifying backup information for each expenditure is available in the Finance Department.

CC 3. Accept and approve the May 2015, Monthly Report of Investments as submitted.
Each month, the Finance Department prepares a report listing the investments for all separate entities under the jurisdiction of the City as identified in the City's Comprehensive Annual Financial Report, the City of Lancaster and the Lancaster Housing Authority. The City's investments are governed by Sections 53600 et. seq. of the California Government Code. Additional requirements have been placed on the City's authorized investments by the Investment Policy (a copy is available in the Finance Department or from the City Clerk), and all investments listed on the report adhere to these requirements.

CC 4. Approve allocation of funds for the L. A. County Arts Commission (LACAC) Free Concerts in Public Places Grant.
With funding support from the Board of Supervisors, LACAC administers the sponsorship of free concerts at community venues throughout Los Angeles County to provide access to quality music programming that represents the diversity of its residents. The board office of each supervisor provides funds to cover musician's fees for approved concerts in their district at rates comparable to the American Federation of Musician's pay scale for free concerts. Conjunto Jardin will perform on Thursday, July 23, 2015, from 6 to 8 p.m., as part of the Sierra Toyota ? Scion Summer Concert Series on The BLVD.
CC 5. Reject all bids for Public Works Construction Project No. 14-004, Maintenance Yard Storage Building, Phase II. After careful review of the bid packages, it was determined that the scope of the project should be revised and the project rebid to obtain the best product for the City within the City's proposed budget.
The project would have constructed a five (5) bay, 50' by 100' storage building at the City's Maintenance Yard. This new storage building would have been used to store some of the City's larger maintenance equipment.
CC 6. Receive and file the City of Lancaster's City Wide ADA Self-Evaluation and Transition Plan prepared by Moore Iacofano Goltsman, Inc. (MIG, Inc.) on behalf of the City.
Since February 2014, MIG, Inc. conducted site and program accessibility compliance audits and consulted with all Departments providing services to the public as part of the Self-Evaluation process. The results of which provided the basis for identification, prioritizing, budgeting, and implementation identified in this Plan. The Plan also proposes remedial steps to mitigate, remove, or otherwise address the identified barriers to access.

CC 7. Accept an appropriation in the amount of $15,430.81 to Account No. 101-3450-101 from the Los Angeles County Regional Park and Open Space District Youth Employment Services (YES) Program to fund wages and employee benefits of at-risk youth.
Lancaster was awarded $15,430.81 by the Los Angeles County Regional Park and Open Space District to fund wages and employee benefits of at-risk youth who work on projects that will improve public parks, recreation and / or open space facilities. The City will utilize at-risk youth employment at the James C. Gilley National Soccer Center to fulfill the required award amount.

CB 1. Fiscal Year 2015-16 City of Lancaster Budget Adoption and Related Resolutions
Recommendations:
a. Adopt Resolution No. 15-27, adopting the proposed City of Lancaster Fiscal Year 2015-16 General Fund Operating Budget, Special Funds Budget, and Capital Improvements Budget, as specified in the Budget Document, as amended in Attachment A.
b. Adopt Resolution No. 15-28, establishing the annual Appropriations Limit for Fiscal Year 2015-16.
c. Adopt Resolution No. 15-29, amending Resolution Nos. 05-233 and 10-48 and rescinding Resolution Nos. 09-91, 09-98, 10-74, 11-42, 12-06, and 12-20 in their entirety and establishing the citywide fee schedule related to cost of services.
d. Adopt Resolution No. 15-30, rescinding Resolution Nos. 08-99 and 09-92 in their entirety and establishing the fee schedule relating to development impact fees.
e. Adopt Resolution No. 15-31, amending Resolution No. 13-62 by amending the classification and compensation schedule for temporary employees.
f. Adopt Resolution No. 15-32, amending Resolution No. 14-64 by establishing a compensation schedule for various classifications of employees of the City.
g. Adopt Resolution No. 15-33, amending the final budget for Fiscal Year 2014-2015.
h. Approve the agreement with Martin & Chapman for consulting services for the April 12, 2016 General Municipal Election.
The City is required to adopt a budget by July 1 of each year that establishes appropriations and estimated revenues for the upcoming fiscal year. The proposed budget is a culmination of many months of work by the City Council and staff in reviewing priorities and evaluating programs to meet those priorities. A Public Hearing to review the budget was held on June 9, 2015.

PUBLIC HEARINGS.
PH 1. Amendment to Title 9 of the Lancaster Municipal Code relating to Nuisance Gatherings and Social Host Accountability
Recommendation:
Introduce Ordinance No. 1004, amending Title 9 of the Lancaster Municipal Code by adding Chapter 9.22 (Nuisance Gatherings and Social Host Accountability), relating to the imposition of administrative penalties against responsible persons who conduct, host or allow unruly gatherings that create disturbances of the peace and other nuisance activities, including but not limited to gatherings where alcoholic beverages are consumed by underage persons.
The City's chronic nuisance property ordinance, adopted in 2008, was designed to reduce the number of calls for service by the Los Angeles County Sheriff's Department (LASD) in response to complaints about disruptive social gatherings that create disturbances of the peace. The purpose of the ordinance was to deter property owners and other responsible persons from allowing disruptive gatherings to occur by charging them for the cost of law enforcement services associated with such service calls. While a useful tool, over time Chapter 8.52 has proven to require a significant amount of LASD, City staff and City Attorney time required to regularly review the LASD calls for service each month and track individual nuisance properties, and to generate and manage the paperwork associated with the cost recovery. Ordinance No. 1004 establishes an administrative citation program that is designed to streamline the procedures of the chronic nuisance property ordinance while continuing to focus on reducing the number of LASD calls for service concerning unruly gatherings, by imposing financial penalties on responsible persons when such gatherings occur.

PH 2. Lancaster Drainage Benefit Assessment District Levy of Annual Assessment for Fiscal Year 2015-2016
Recommendation:
Adopt Resolution No. 15-34, a resolution of the City Council of the City of Lancaster, California, confirming the diagram and assessment and ordering the levying of an assessment in Lancaster Drainage Benefit Assessment District for Fiscal Year 2015-2016.
The City Council previously formed the Lancaster Drainage Benefit Assessment District, including establishment of separate zones, and submitted the proposition to the eligible voters in each respective zone. The majority of voters approved the formation of the District, the separate zones, and the levying of the assessment. The first year's assessment was paid by the developers of the property. Each year, thereafter, the City Council, after public notice and hearing, may determine and impose an annual assessment.

PH 3. Lancaster Lighting Maintenance District Levy of Annual Assessment for Fiscal Year 2015-2016
Recommendation:
Adopt Resolution No. 15-35, a resolution of the City Council of the City of Lancaster, California, confirming the diagram and assessment and ordering the levying of an assessment in Lancaster Lighting Maintenance District for Fiscal Year 2015-2016.
Lancaster Lighting Maintenance District was formed, including subsequent annexations thereto, for the purpose of financing maintenance operations and installation of public lighting facilities, including but not limited to traffic signals (as defined in § 22525 of the California Code) within the City of Lancaster, and assessing those properties which benefit from this service their proportionate share of the cost. Each year the City Council must, by law, order the preparation of an Engineer's Report describing the existing and proposed maintenance services, and conduct a public hearing to establish and order the amount of assessment for the next fiscal year.

PH 4. Lancaster Landscape Maintenance District No. 1 Levy of Annual Assessment for Fiscal Year 2015-2016
Recommendation:
Adopt Resolution No. 15-36, a resolution of the City Council of the City of Lancaster, California, confirming the diagram and assessment and ordering the levying of an assessment in Lancaster Landscape Maintenance District No. 1 for Fiscal Year 2015-2016.
Lancaster Landscape Maintenance District No. 1 and Fox Field Industrial Corridor Landscape Maintenance District were formed, including subsequent annexations thereto, for the purpose of providing maintenance services to landscaping and appurtenant improvements for various developments within the City and assessing those properties which benefit from this service. Each year the City Council must, by law, order the preparation of an Engineer's Report describing the existing and proposed maintenance services, and conduct a public hearing to establish and order the amount of assessment for the next fiscal year.

PH 5. Analysis of Impediments to Fair Housing Choice and Fair Housing Plan
Recommendation:
Adopt Resolution No. 15-37, approving the Analysis of Impediments to Fair Housing Choice and Fair Housing Plan.
To remain in compliance with HUD guidelines and also remain proactive in its fair housing efforts, the City has prepared its Analysis of Impediments to Fair Housing Choice (AI). Impediments to fair housing choice are defined by HUD as actions, omissions, or decisions taken because of race, color, religion, sex, disability, familial status, or national origin which restrict, or have the effect of restricting, housing choice or the availability of housing choice. The AI document serves as the basis for Fair Housing Planning.
