CONSENT CALENDAR - The City Council Consent Calendar may be acted upon with one motion, a second and the vote.

CC 1.

Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2.

A) Approve the Regular meeting minutes of March 13, 2007.

CC 3.

Approve the Check and Wire Transfer (February 25, 2007 through March 10, 2007) in the amount of $9,232,182.21

CC 4.

Adopt Resolution No. 07-55, authorizing release of certain business license data to the California Franchise Tax Board, per agreement between the City of Lancaster and the Franchise Tax Board, and authorize City Manager or his designee to execute such agreement.

CC 5.

Authorize financial commitment to performers scheduled for Celebrate Downtown Lancaster events in Fiscal Year 2007-2008.

CC 6.

Approve volunteer Stephen T. Knight and Ricardo L. Renteria to fill two of the current vacancies on the Lancaster Veteran’s Home Citizens Committee.

CC 7.

Approve the developer constructed public streets and accept the public streets for maintenance by the City for Tract No. 53027, located on the southeast corner of 22nd Street West and Avenue K-4. Owner: KB Home Greater Los Angeles, Inc.; Director’s Review No. 03-97 located at 43460 Sahuayo Street. Owner: Jack and Bonnie Lantz.

CC 8.

Approve the developer installed sewers and accept the sewers for maintenance by the City and for public use for Tract No. 54203, located on the southeast corner of 40th Street West and Avenue M-8. Owner: Pulte Home Corporation; Tract No. 061123, located on the southwest corner of 35th Street West and Avenue M-8. Owner: Pulte Home Corporation.

CC 9.

Approve a professional services agreement with PB Americas, Inc. to prepare the City’s Transportation Management Plan and authorize the City Manager, or his designee, to sign all documents.

CC 10.

Accept the interior street trees for maintenance by the City for Tract No. 53027, located on the southeast corner of 22nd Street West and Avenue K-4. Owner: KB Home Greater Los Angeles, Inc.

CC 11.

Accept the work constructed by Stevens Construction for Public Works Construction Project No. 05-015, Vehicle Maintenance Building Ventilation System Improvements; direct the City Clerk to file the Notice of Completion for the project; and authorize payment of the 10 percent retention 35 days after recordation, provided no stop notices, as provided by law, have been filed.

CC 12.

Accept the work constructed by Asphalt Construction Company, Inc. for Public Works Construction Project No. 06-016, East Avenue I Corridor Improvements; direct the City Clerk to file the Notice of Completion for the project; and authorize payment of the 10 percent retention 35 days after recordation, provided no stop notices, as provided by law, have been filed.

CC 13.

Award Public Works Construction Project No. 07-004, 25th Street East Repairs to ANM Construction and Engineering, in the amount of $411,506.00. The project is designed to reconstruct the dilapidated pavement, curbs, and sidewalks along 25th Street East from Avenue J-8 to Morningside Avenue. Approve the appropriation of $45,000 from the Traffic Impact Fee Fund Balance to Capital Improvements Budget Account Number 232-12ST015-924. Authorize the City Manager, or his designee, to sign all documents.

CC 14.

Authorize the retention of Christopher A. Joseph & Associates for the preparation of two Environmental Impact Reports for General Plan amendments, Zone Changes, and related development applications located on the northwest and southeast corners of 60th Street West and Avenue L.

Proposed Annexations to Lancaster Drainage Benefit Assessment District

Annexation No. 05-93, Permit No. 05-05142, located at 43837 Ryckebosch Lane. Owner: Frank F. Quichocho and Christine A. Quichocho, husband and wife as joint tenants.

Annexation No. 06-100, Permit No. 06-05303, located at 44602 Elm Avenue. Owner: Kevin P. Thompson, a single man.

Annexation No. 07-10, Permit No. 07-00151, located on the northwest corner of Milling Street and Trevor Avenue. Owner: Wendy B., Inc., a California Corporation.
Annexation No. 07-12, Tract No. 061679, located on the southeast corner of Avenue K and 55th Street West. Owner: Lancaster Downs 115, LLC, a California Limited Liability Company.

A) Adopt Resolution No. 07-56, initiating proceedings for the annexation of territories to Lancaster Drainage Benefit Assessment District to be established pursuant to the Benefit Assessment Act of 1982 and California Constitution Article XIIID (Annexation Nos. 05-93, 06-100, 07-10, and 07-12.)

B) Adopt Resolution No. 07-57, approving the Engineer's Report and the time and place for Public Hearing, and declaring its intention to annex territories into Lancaster Drainage Benefit Assessment District and to levy and collect assessments pursuant to the Benefit Assessment Act of 1982 and California Constitution Article XIIID (Annexation Nos. 05-93, 06-100, 07-10, and 07-12.)

B) Adopt Resolution No. 07-61, approving the Engineer's Report and the time and place for Public Hearing, and declaring its intention to annex territory into Lancaster Landscape Maintenance District No. 1 and to levy and collect assessments pursuant to Part 2 of Division 15 of the Streets and Highways Code of the State of California and California Constitution Article XIIID (Annexation No. 385.)

Recommendation:

1) Adopt Resolution No. 07-65 approving General Plan Amendment No. 06-02, redesignating 56.19 acres of the former fairgrounds site from UR (Urban Residential) 5.36 acres of P (Public Use), 4.7 acres of S (School), 41.13 acres of PK (Park) and 5 additional acres of C (Commercial)

2) Introduce Ordinance No. 873, amending the zoning plan for the site from Single Family Residential (R-7,000) to a combination of Public (P), Open Space (O), and Commercial Planned Development (CPD) consistent with the proposed General Plan land use designations.
