Each person will be given an opportunity to address the Redevelopment Agency/City Council at the time such item is

RCC 1.

Approve the Regular meeting minutes of June 26, 2007.

RCC 2.

Approve a transfer of $1,500,000.00 from Account No. 930-5201942 Allied Arts Renovation and $500,000.00 from Account No. 930-8101942 Downtown Revitalization projects, to Account No. 930-8201924 as a loan repayment to the City of Lancaster.
Companion Action to CC 24.


COUNCIL ACTIONS


CONSENT CALENDAR - The City Council Consent Calendar may be acted upon with one motion, a second and the vote.

CC 1.

Waive further reading of any proposed ordinances. (This permits reading the title only in lieu of reciting the entire text.)

CC 2.

Approve the Regular meeting minutes of June 26, 2007.

CC 3.

Approve the Check and Wire Registers (June 10, 2007 through June 23, 2007) in the amount of $3,748,369.40.

CC 4.

Adopt Resolution No. 07-129, authorizing the destruction of certain records (Plans & Plan checks.)

CC 5.

Approve the agreement with RHA Landscape Architects for the preparation of construction documents for James C. Gilley Park in the amount of $160,000.

CC 6.

Approve the agreement for reimbursement between the City of Lancaster and the Antelope Valley Boys and Girls Club for facility improvements.

CC 7.

Receive and file the General Plan Annual Review Progress Report, dated January 1, 2006 through December 31, 2006.

CC 8.

Accept the work constructed by Hanes & Associates, Inc. for Public Works Construction Project No. 05-029, Lancaster University Center Engineering Laboratory Building, direct the City Clerk to file the Notice of Completion for the project; and authorize payment of the 10 percent retention 35 days after recordation, provided no stop notices, as provided by law, have been filed.

CC 9.

Award Public Works Construction Project No. 07-011, Metrolink Park-N-Ride Expansion, to Cooley Construction, Inc. in the amount of $268,568.40 plus a 10% contingency. The project is designed to increase the available commuter parking at the station by providing sixty-five (65) parking spaces. Authorize the City Manager, or his designee, to sign all documents.

CC 10.

Approve the map and accept the dedications as offered on the map for Tract No. 54007, located on the southwest corner of Challenger Way and Avenue H-12; approve and accept the Undertaking Agreement and Improvement Securities required as a condition of recordation of the map; make findings that this project will not violate any of the provisions of Sections 66473.5, 66474.1, and 66474.6 of the Subdivision Map Act; and instruct the City Clerk to endorse on the face of the map the certificate which embodies the approval of said map and the dedications shown thereon.

CC 11.

Approve and accept for maintenance the work and materials for the drainage improvements for Drainage Maintenance District Annexation No. 90-17, installed for Tract No. 45474, located on the northwest corner of 65th Street West and Avenue L-8, Owner: Lennar Homes of California, Inc.

CC 12.

Approve and accept for maintenance the work and materials for the drainage improvements for Drainage Maintenance District Annexation No. 04-32, installed for Tract No. 060450-02, located on the west side of 60th Street West approximately 660 feet south of Avenue K, Owner: Richmond American Homes of California, Inc.

CC 13.

Approve and accept for maintenance the work and materials for the drainage improvements for Drainage Maintenance District Annexation No. 04-32, installed for Parcel Map No. 060557, located on the west side of 60th Street West approximately 660 feet south of Avenue K, Owner: STG Northwood, LLC.

CC 14.

Approve and accept for maintenance the work and materials for the landscape improvements for Landscape Maintenance District No. 1, Annexation No. 291, installed for Parcel Map No. 27135, located on the northwest corner of 70th Street West and Avenue L-8, Owner: Reserve at Lancaster LLC.

CC 15.

Approve and accept for maintenance the work and materials for the landscape improvements for Landscape Maintenance District No. 1, Annexation No. 327, installed for Tract No. 060943, located on the south side of Avenue K-8 approximately 660 feet East of Challenger Way, Owner: Richmond American Homes.

CC 16.

Approve the monumentation work for the following project: Tract No. 53027, located on the southeast corner of 22nd Street West and Avenue K-4 Owner: KB Home Greater Los Angeles, Inc.

CC 17.

Accept the interior street trees for maintenance by the City for Tract No. 060435, located on the north side of Avenue K approximately 660 feet west of 45th Street West, Owner: Trimark Pacific – Lancaster 161, LLC.

CC 18.

Approve the completed sewer systems installed by the developers of Tract No. 52491-01, located on the southeast corner of Avenue J and 47th Street West, Owner: Western Pacific Housing; Tract No. 53297, located on the southwest corner of Avenue K and 20th Street East, Owner: K. Hovnanian Forecast Homes, Inc.; Tract No. 54285, located on the northeast corner of West Avenue J and Palo Verde Street, Owner: Lennar Homes of California, Inc.; Tract No 060331, located at Avenue J and 38th Street West, Owner: Lennar Homes of California, Inc.; and Tract No. 060336, located at Avenue J and 36th Street West, Owner: Lennar Homes of California, Inc.

CC 19.

Approve an agreement with M.C. Builders, Inc., a Nevada Corporation, the developer of Tract No. 060294, to provide needed right-of-way for required street improvements for the tract through condemnation proceedings.

CC 20.

Adopt Resolution No. 07-130, approving the submittal of grant applications to the California Integrated Waste Management Board for all available used oil and household hazardous waste grants as listed under the California Oil Recycling Enhancement Act or the California Waste Management Act.

CC 21.

Proposed Annexations to Lancaster Drainage Benefit Assessment District

Annexation No. 06-77, Permit No. 06-00801, located at the northside of Avenue N between 30th Street West and 35th Street West. Owner: Louis R. Romero and Gina M. Romero, husband and wife as joint tenants.

Annexation No. 07-17, Parcel Map No. 062251, located on Avenue L-8, approximately 667 feet east of 20th Street West. Owner: Todd A. Norville and Marci M. Kloss, or the survivor of them, trustees or successor trustee(s), U/D/T Dated August 8, 2002, F/B/O THE NORVILLE-KLOSS FAMILY.

A) Adopt Resolution No. 07-131, initiating proceedings for the annexation of territories to Lancaster Drainage Benefit Assessment District to be established pursuant to the Benefit Assessment Act of 1982 and California Constitution Article XIIID (Annexation Nos. 06-77 and 07-17.)

B) Adopt Resolution No. 07-132, approving the Engineer's Report and the time and place for Public Hearing, and declaring its intention to annex territories into Lancaster Drainage Benefit Assessment District and to levy and collect assessments pursuant to the Benefit Assessment Act of 1982 and California Constitution Article XIIID (Annexation Nos. 06-77 and 07-17.)

A) Adopt Resolution No. 07-133, initiating proceedings for the annexation of territories into Lancaster Lighting Maintenance District, an Assessment district established pursuant to the Landscaping and Lighting Act of 1972 and California Constitution Article XIIID (Annexation Nos. 738 and 788.)

B) Adopt Resolution No. 07-134, approving the Engineer's Report and the time and place for Public Hearing, and declaring its intention to annex territories into Lancaster Lighting Maintenance District and to levy and collect assessments pursuant to Part 2 of Division 15 of the Streets and Highways Code of the State of California and California Constitution Article XIIID (Annexation Nos. 738 and 788.)

A) Adopt Resolution No. 07-135, initiating proceedings for the annexation of territories into Lancaster Landscape Maintenance District No. 1, an Assessment District established pursuant to the Landscaping and Lighting Act of 1972 and California Constitution Article XIIID (Annexation No. 389.)

B) Adopt Resolution No. 07-136, approving the Engineer's Report and the time and place for Public Hearing, and declaring its intention to annex territories into Lancaster Landscape Maintenance District No. 1 and to levy and collect assessments pursuant to Part 2 of Division 15 of the Streets and Highways Code of the State of California and California Constitution Article XIIID (Annexation No. 389.)

CC 24.

A) Approve Lease Agreement with Option to Purchase Real Property between the City of Lancaster and North Downtown Renual Limited Partnership for commercial property located at 665 West Lancaster Boulevard. Companion Action to RCC 2.

B) Increase estimated revenues in Account No. 101-3703100 by $2,000,000.00 for loan repayment from the Lancaster Redevelopment Agency. Appropriate $2,000,000.00 to Account No. 101-11BS007924 for the acquisition and renovation. Companion Action to RCC 2.

CC 25.

Adopt Resolution 07-141, authorizing the renewal of the CSAC/CPEIA Workers Compensation Program for a one year term beginning July 1, 2007.

CC 26.

Adopt Resolution 07-142, authorizing the extension of the insurance policies for the City’s Property and Public Entity Liability Programs for a six month term beginning January 1, 2008.
